AI got it by one turn if I finished it on turn 185,184 or 183. I needed 13 turns, and to be thwarted on 1 turn left was annoying, but I was being cheated, as is now clear. Only because it was still there after Garden, I gave it a go.

The ai doesn't get better it just cheats by gaining more production over you plus extra units at the start. Maybe it would be acceptable if I could put it down to the winning Civ spying on me, and watching what I was doing. I went back 10 turns, chopped 2 forests, to finish in turn 183. I went back a few turns, chopped a forest, which brought it down one turn - turn 184 instead of 185. I don't think I've ever built it, so wanted to toward all Wonders achievement. I was surprised to see Hagia Sohia still available, so had a try for it. Well I think people have posted this before, but I didn't really believe it.
